The evaluation of the programme confirms its impact on the cooperation between technological centres of various autonomous communities and in strengthening its investigative capabilities

The programme of Support for Technological Centres Cervera, promoted by the CDTI innovation, was born with a clear objective: to strengthen the capacities of technological centres, and to enhance their collaboration with the business fabric in priority Areas of technology through non-repayable grants — covering 100 per cent of eligible costs — the programme has financed networks of between 3 and 5 centres to develop projects with high strategic impact.

Between 2019 and 2023, CDTI innovation has granted eur 112 billion to a total of 32 strategic programmes, in which 50 different technological centres, adding 137 holdings.

In this context, last tuesday, 10 june, presented the main outcomes of the impact assessment of the programme in an act which was attended by representatives of the director general of the CDTI innovation, José Moisés Martín Checker, and Teresa risk, secretary-general of Innovation of the ministry of science, innovation and universities and president of the CDTI. The findings were presented as an opportunity of institutional learning, with a view to improving the design of future policies on support to R + D + I.


Participatory approach and focused on the social impact

From a participatory approach, the evaluation involved the participation of 90 experts from 55 entities, including technological centres, companies, technological platforms and agencies, regional and national policies with competences in I + D + I. In Addition, the assessment was based on a joint methodology, using both qualitative and quantitative techniques.

Furthermore, the chain of changes which are aimed at generating Centres with Cervera, considering the social challenges aligned with the State Plan for scientific research, technological and Innovation 2021-2023 (PEICTI), the recovery Plan, transformation and Resilience (PRTR) and Agenda 2030.

Capacities, collaboration and transfer

Cervera has succeeded in improving technological capacities and research Centres Of Technology, through the recruitment of new staff of r & D; the acquisition of equipment and infrastructure and access to new knowledge. This has been reflected in the opening of new lines and research groups, 80 per cent and 38 per cent of cases, respectively. As an element to consider, the evaluation notes that this growth had not stemmed the existing gender imbalances in the environment, with only 55 per cent of projects funded has taken into account a gender perspective in the development of technologies.

Moreover, the knowledge generated is transferred to the productive sector unevenly, according to the cycles of maturation of each technology. The greatest increases in income, from contracts with companies, are energy transition, protection of information and deep learning and artificial intelligence.

In addition, the strengthening of relations between the centres are reflected in the consolidation of networks, as the 71 per cent of the centres would continue to cooperate with its partners, and in the evolution of the dynamics of interaction.

The programme has managed to create a collaborative workspace more open, where the interaction between multiple regions draws a real network, such as is shown in the following figure:

Technology with social purpose

Cervera networks have developed technological solutions with a high potential for responding to social challenges, especially in the areas of health and sustainability. About 60 per cent of the centres feel that their projects are taking a significant impact in reducing carbon footprint, and a 44 per cent in the mitigation of climate change.

According to the collective centres, with greater difficulties of access to technological developments linked to Cervera technologies are the elderly and those without digital skills, for whom 29 per cent of these technologies would not be accessible. next, there are low-skilled persons who have difficulties in 20% of cases and the low level of income, with 19 per cent.

Learning for the design of the agenda

Finally, the report identifies several lines of improvement. Among them, the need to align the conditions of the tenders with the social and environmental challenges, strengthening both quantitatively and qualitatively these criteria in the evaluation of proposals. It also calls for closer involvement of end-users, it aims to provide guidance for the programme even further to the needs of society. It also recommends facilitating the incorporation of technological centres with the necessary capacity, have not yet been integrated into the network Cervera.
