The CDTI Innovation delivers, within the framework of the Pre-Commercial Public Purchase, two prototypes for the development of maritime surveillance and rescue applications
The initiative focuses on the pre-commercial contracting of R&D services for the development of an application that, based on artificial intelligence algorithms, allows to perform tasks of detection, identification and classification of vessels from satellite images, as well as providing a system of support for decision-making in real time.
The CDTI Innovation continues to deploy the delivery of prototypes of different public procurement actions, co-financed by the Recovery and Resilience Mechanism (MRR) and by the FEDER 2021-2027 funds. In this context, this week the delivery of two prototypes of the Public Procurement of Innovation initiative aimed at maritime surveillance and rescue applications was carried out, whose requesting entity is the Directorate General of Strategy and Innovation of the Defense Industry, with a base tender budget of 5.3 million euros and a total execution time of 24 months.
The main challenge of this action is the development of an information system capable of integrating high- and very high-resolution satellite data from SAR satellites and/or optical media in the visible and infrared (V/IR) spectrum. Based on this information and through the development of artificial intelligence algorithms, the system will allow to facilitate the tasks of detection, identification and classification of boats, as well as supporting the associated decision making in almost real time.
The system will also integrate data from the Automatic Identification System (AIS), together with information from other open sources. The merging of the information related to the detected, identified and classified elements, together with other additional data —such as geolocation or missions in progress—, will allow to contextualize and facilitate different operations developed in the maritime environment.
Since 2018, the CDTI Innovation promotes Pre-Commercial Public Procurement (PPC) as an instrument for the acquisition of R&D services aimed at the development of innovative prototypes that respond to public needs. The developed prototypes are assigned to Spanish public entities for validation in real environments, with exclusive use as technological demonstrators and without commercial purposes.
