The CDTI Innovation is a gateway to finance, with Partially Refundable Loans (APR), projects of Science and Innovation Missions 2025 dismissed due to lack of budget
This gateway allows the groups, whose projects were dismissed due to lack of budget in the call for Science and Innovation Missions 2025 of the CDTI Innovation, to access an alternative way of financing through Partially Repayable Loans
The CDTI Innovation has enabled a specific gateway so that groups whose projects were dismissed due to lack of budget in the call for Science and Innovation Missions 2025 can access an alternative way of financing through Partially Repayable Loans (APR).
This possibility, provided for in article 23 of the call, allows continuity to be given to projects that have demonstrated their technical quality and have exceeded the evaluation threshold, but that could not receive funding due to the limitation of available funds. With this measure, the CDTI strengthens its support for R&D in cooperation and offers a flexible option so that high-value initiatives are not definitively excluded.
The interested groups must comply with the specific regulations of the Partially Repayable Loans, as established in the Project Sheet of R&D – National Cooperation R&D Projects, specifically including the conditions listed in Annex IV.

Groups that meet the requirements defined in the aforementioned Article 23 may access this gateway. To facilitate the process, eligible entities will already find a specific action in their CDTI e-office file to request this alternative financing through APR.
The deadline to activate this option will be available until March 16, 2026. Since the subsequent process requires the intervention and validation of all the members of the group, it is necessary to have enough time to complete the processing.
Once this deadline is over, a new file will be generated corresponding to a National Cooperation R&D Project that will automatically incorporate the information available from the application submitted to Misiones Ciencia e Innovación 2025. From that moment, it will be necessary to complete the additional data required, overcome the administrative and technical validations and have the signature of all the members of the group to formalize the request.
It is important to note that the activation of this gateway does not imply the automatic granting of the loan. In addition, the application must pass the financial evaluation and prove compliance with all the conditions established in the file and in the applicable regulations.
