The centre for technological development and Industrial property (CDTI Innovation), the agency for innovation of the ministry of science, innovation and universities, is preparing to open the next 28 august the competitive examination Programme grants de dinamización de Doñana, with 4 million euros for promoting action dynamization that fostered innovation, oriented to the identification, diagnosis and implementation of innovative actions in the municipalities included in the area of influence of the doñana Natural Space, in particular:

  • Cádiz: Sanlúcar de Barrameda
  • Huelva Almonte, Bollullos Par del Condado, Bonares, Fennels, Lucena, Moguer, Palos de la Frontera and Rociana county
  • Seville: Aznalcázar, Isla Mayor, Puebla del río, batteries and Villamanrique de la Condesa

This includes within the framework of “ Proceedings for the sustainable territorial development in the area of influence of the doñana natural space ”, submitted in november 2023 by the ministry of Ecological Transition and Demographic Challenge, to catalyse innovative solutions to harmonize environmental conservation, dynamization socio-economic and technological excellence.

Doñana: epicentre of biodiversity and challenge for innovation

Doñana, recognized worldwide as the heritage of humanity and a biosphere reserve, home of one of the most valuable ecological sets of Europe. Its marshes, mobile dunes and beaches are combined with forestry and preserves really de ribera, forming a mosaic of Unique habitats in the world. This location, refuge for migrating birds and home flagship species such as the iberian lynx, urgent challenges around water management, restoration of soil and adaptation to climate change.

The overall framework of the administration in support of the doñana national park is the bet on a draft territory that, while streamlining and intensifies the ecological transition, in order to improve the social and economic conditions of the area, giving particular attention to economic development with a projection of future and to allow for new prospects for development more sustainable, innovative and fair. In this way, the programme de dinamización de Doñana CDTI of Innovation is focused on the objective of promoting innovation through the funding of measures taken to the identification, diagnosis and implementation of actions and innovative technological solutions that promote the competitiveness of the socio-economic environment and social welfare, implementing a model of sustainable development and compatible with the principles of environmental protection and conservation in the natural environment of the Doñana national park.

To that end, the subprogramme will support projects based on the following activities:

  • Analysis, diagnosis and plans of action in the field of innovation.
  • Organization of training programmes, workshops and conferences to promote the exchange of knowledge, training and awareness of innovation and new models of socio-economic development in the municipalities listed in annex I of this year.
  • Activities for cooperation and exchange of experiences and knowledge with other organizations, structures and networks similar support.
  • Support activities in the definition and preparation of projects and initiatives of I + D + I for smes that operate or having their corporate seat in the municipalities included in annex I to the summons.

The role of the CDTI in sustainable territorial development

The programme was seeking solutions not only prevent and/or remedy environmental damage, but that create new models of sustainable business, generate employment and strengthen the resilience of those territories to the challenges of the twenty-first century, linked to the strategic goals of growth CDTI linked to r + D + I, to strengthen the innovative ecosystem, covering a range of innovation in environmental and social sustainability and integrating in a collaborative governance areas so that her mission “ to generate and transforming knowledge científico-técnico globally competitive growth, sustainable and inclusive process ” will be reinforced and conducted, in the case of this programme de dinamización de Doñana joining the preservation of natural capital with the revitalization of the local economy and the transfer of advanced technologies.

Serving as the Spanish Agency for innovation of the ministry of science, innovation and universities, the CDTI acts as a lever in sustainable innovation, capable of mobilizing resources, know-how and partnerships to protect and nurture one of the natural treasures of spain and is positioned once again as a catalyst for development based on innovation, acting as liaison between the public policies and talent and technological capacities to improve the quality of life of citizens, supporting projects that improve the environment and generate greater well-being, which encourage a greener economy and move in line with the objectives of sustainable development and facilitating Agenda20230 and territorial cohesion, encouraging innovation in rural areas and low density, as is the case of Doñana with profiles of potential environmental and tourist socioeconómico..

The objective of the path of CDTI Doñana expected not only protect the natural heritage but also creating added value to local economies, creating quality employment and fostering technological entrepreneurship in the region.

Time limits and profile of aid

  • Recipients
    • Groups of legal persons, comprising a minimum of two and a maximum of six entities and at least two of them should be autonomous. Each entity Only member may designate an autonomous community as a development of their activities.
    • Profile: business entities (large and smes), research centres and not-for-profit institutions with projects implemented r & D and innovation.
    • Coordinator: the resulting grouping will not have legal personality, hence one of the participants will act as coordinator or representative to the CDTI. The coordinator of the task must be regional link with any of the target municipalities of the proceedings of acceleration, with the demand for it to develop the aim of aid in cadiz, Seville and Huelva or required to have in place of work.
  • Seek funds, with a total budget of eur 4 million.
  • Budget:
    • Minimum eligible: €300,000
    • Maximum eligible: €1.5 million
    • Minimum eligible per beneficiary: 50,000 euros
  • Duration of projects - will be able to start from the date of submission and end on 31 december 2026 or 31 december 2027. In any event, it shall apply, at least from the year 2026.
  • Specifically:
    • The participating companies may not exceed 30 per cent of the budget eligible.
    • Outsourcing may reach up to a maximum of 50 per cent of eligible budget for each member of the cluster.
  • Eligible expenses (as specified in the solicitation document):
    • Staff costs
    • Purchase cost of expendable material
    • Costs of outsourced activities
    • Costs of advice, training, study, dissemination, events and publicity
    • Travel costs arising directly from the project
    • Audit reports, validation or verification up to 3,000 euros
    • Indirect costs of the project (7 per cent)
  • Evaluation criteria (minimum threshold for eligibility: equal to or greater than 50 points):
    • Organizational capacity 0-30 points:
    • Quality of the proposal and plan of action: 0-30 points
    • Socio-economic impact of the proposal: 0-40 points
