7Th Called for bilateral projects España-china r & D

The 7th joint call España-china within the framework of the international agenda CHINEKA (China & Spain Innovating Program) for the submission of proposals for technology cooperation in priority areas between spain and China.
The CDTI E.P.E., entity, the ministry of Science, innovation and universities and the department of International cooperation, ministry of Science and technology (DEC MOST) of the people's republic of China, have reached an agreement to publish the 7th joint call for the submission of proposals for technology cooperation. This call is directed to submit proposals in the following areas of interest:
- Sustainable cities;
- Production technologies, including Smart Production;
- Technologies for biomedicine and health, extreme fragility and age, health associated with climate change, health Only, sustainability of health systems and global prevalence diseases;
- Clean Technologies, including environmental technologies, renewable energies or management and water treatment;
- Modern agriculture, including sustainable agriculture, food processing, food security, food and security of animals, fisheries and aquaculture;
- Advanced Materials, without environmental impact assessment in the cycle from its extraction, processing and recycling.
In the case of Spain, spanish companies participating in the business projects of r & D selected will receive financial assistance by the CDTI Innovation that can reach up to 85 per cent of eligible cost of the project. In China, the entities may receive up to 3 nearly rmb700 billion in the form of subsidy.
Will be eligible for funding to a maximum of 20 proposals if exceed assessment processes of CDTI and MOST.

Characteristics of the projects to file
- The r & D & I projects should be selected for civilian and development-oriented or significant improvement in a product, process or innovative service with market prospects.
- Duration of projects between 24 and 36 months.
- Participation, as a minimum, a spanish company and one entity china.
- On the part of the people's republic of China can participate both companies and other agencies generators of knowledge (universities, research and technology, hospitals, etc.).
- With regard to Spain, must be at least one enterprise and, optionally, you can collaborate with other agencies of investigation (universities, OPIs, centres of innovation and technology) that can be contracted in the budget through external input or as members of the consortium ´.
- The proposal must be balanced in both technical and financial resources for the entities of each country are not allowed an imbalance in budgetary terms than 30-70% among entities of Spain and China, nor any member may have a budget of more than 70 per cent.
- It must table aconsortium agreementandapplication formsigned and sealed by all partners and drafted in english.
- The budget eligible in r & D of the spanish company must be equal or superior to 150.000 euros.
- The spanish company will be funded under the terms of technology cooperation projects identified in the International pagethe CDTI E.P.E web

Deadlines:
Opening of the call for papers: 23 october 2025.
Deadline for submission of applications:
- In Spain (CDTI) on 22 january 2026 (12:00 CET)
- In CHINA (MOST) on 16 december 2025 (16:00 UTC)
The Pis should submit applications to their respective agencies within the time limits specified in accordance with the requirements, and documentation requested by each entity. the presentation of proposals or unilateral presentations outside the deadlines above shall be disqualified.
Resolution projects selected (estimated): september 2026.
Procedure for submission of proposals:
The recruitment procedure is as follows, to distinguish between phases of international application and financing. The main funding of the spanish participation in these projects will be done through the financing ofresearch and development project (IDI).
First stage - phase Common International
- In China, the proposed joint r + D + i should be submitted to DEC MOST, within 50 days from the official launch of the call to consider the eligibility, to be the deadline for submitting applications to the PI (principal investigators) chinese, on 16 december 2025 will not be accepted proposals put forward unilaterally. In China, participants must submit a formal request to the financing. Proposal and other required documents (full proposals) to the DEC MOST in chinese.
- En España, los participantes deberán presentar una solicitud formal de proyecto internacional de I+D a través de la página web de CDTI E.P.E. (https :// sede.cdti.gob.es/) within the deadline for submitting applications for asylum in spain, on 22 january 2026. Not be considered the proposals put forward unilaterally.
For the international application, participants must submit the CDTI and in MOST, such requests, accompanied by the following international documents compulsory (in english), common to all partners: "Application form"andconsortium agreementsealed and signed by all partners. In Addition, this should include the additional documentation determines each financing member agency and is contained intext of the call.
In the case of spanish companies, the presentation will be undertaken on-line throughthe electronic of CDTIby submitting a draft España-china Bilateral Technology Cooperation
The participants of China should make its application in MOST fulfilling the conditions of that agency reflected in the text of the joint call as well as in itswebsite.
Once the eligibility of the proposal by the CDTI, the spanish entity (each of them, if there are several in the consortium) will be notified through the electronic platform GPPCDTI which invites you to submit the request of national funding for its proposal. There Will Be a national funding request for each of the spanish companies in the consortium.
Second Stage - The National Level
In Spain only accept those proposals that have eligibility positive E.P.E. CDTI and DEC MOST. The proposals will be eligible for funding application deadline CDTI with 26 march 2026.
Evaluation of proposals:
Each national agency, the CDTI in spain and MOST in China, conduct an evaluation of proposals received, on the basis of agreed criteria (specified in the text of the joint call) and following the same methodology.
Once the process of evaluation, will be convened in order to coordinate bilateral commissions on the joint resolution end indicating the projects eligible for funding in the context of this call.
The financing of the chinese partners will be done with the funds and the conditions of MOST, and that of spaniards may be financed through the financing ofresearch and development project (IDI).
