Competence centrein ICC national
General context
The Purchase of Innovation (ICC) is a new and powerful instrument to promote innovation entrepreneurship through the recruitment by the public sector, replacing or complement the traditional ways of grants or loans. In Spain, mainly from the year 2010, with the approval of the State Strategy of innovation e2i, have been set in motion various initiatives in order to strengthen this instrument. The adoption of theLaw 9/2017 public Sector contractsin march 2018, which reflected the European Directives 2014/23/eu and 2014/24/eu, has been a turning point at the policy level.
TheRoyal Decree 404/2020of 25 february, by which we carry out the basic organizational structure of the ministry of science and innovation, mandated in its article 4.1.i the impetus to the purchase of innovation in Spain to the General secretariat of innovation through the subdirectorate General awareness of innovation.
The european projectProcure2Innovate, which brings together 10 countries members of the eu, aims to coordinate and implement strategies in icc and to promote the exchange of best practices and successful experiences among its participants. The countries participating in the project through centres of excellence in ICC National entities, promoting and encouraging the ICC in each country. The project has developed aguidance documentfor the establishment of a competence centre in Icc.

The CDTI represents the General secretariat of innovation as coordinator of the centre of National Competence in Icc.

As a result of the momentum of the icc in Spain, in recent years the General state administration has launched a battery of instruments aimed at promoting the icc from a holistic approach. The main ones are:

Additionally, although there is no formal integration of the institutions comprising the National competence centre in ICC, the institutions are working in a coordinated manner to provide a comprehensive service in ICC which involves:
- Legal advice in ICC
- Strategic advice in ICC
- Design and management of CPI instruments
- Training and promotion
- Comprehensive counselling lines of financing of ICC at national and european level
- Participation in the network Procure2Innovate
Financing of the icc in the eu
Since the year 2008 and in line with the background previously exposed, the european commission (EC) is supporting both the creation of networks for the promotion of the icc and exchange of best practices, such as joint cross-border purchases to be conducted by public buyers of at least three Member States (or Partners). First, through the seventh framework programme (Framework Programme 7, FP7) and the competitiveness and innovation programme (Competitiveness and Innovation Programme, CIP), and now through the Horizon 2020.
Collectively, the ec participates with up to 100 per cent of direct costs (plus 25 per cent in indirect costs) associated with the aforementioned networks which, apart from training, exchange of best practices or the joint needs assessment, are intended to decide a case, a future CFP or PPI who will undertake together public buyers involved in the project.
Similarly, the ec has been increasing in the various programmes the subvention provided, up to 100% or 50 per cent, respectively, to the amount of the tenders and costs of management, assessment of results, etc. partners or PPIs PCPs that together we make a consortium of buyers.
The areas where support for this are not in any way delimited or restricted, while it is customary to finance such projects in the area of sectors in which procurement is very important: health (e.g.health ageing), Information and communication technologies (ICT; e.g.cloud computing), transport, energy efficiency, etc.
