Groups of legal persons in the terms set out in articles 3 and 4 of the ordinance CNU/161/2025, of 7 february, enabling it to carry out projects in cooperation.

The entities must be validly created units have independent legal personality and registered office in Spain.

In the cluster should be a minimum of two and a maximum of six entities, at least two of which were self-contained.

The resulting grouping will not have legal personality, hence one of the participants will act as coordinator or representative to the CDTI.

The aid provided under this invitation will have the consideration of de minimis aid.

Aid will be able to cover fully the activity that encourages, with respect, as set out in regulation (EU) 2023/2831 of 13 december 2023, on the implementation of articles 107 and 108 of the treaty on the functioning of the european Union to the de minimis. The amount of aid may not exceed what is set out in the above-mentioned regulations.

Actions targeted multi-year revitalization in one of the municipalities objective:

• Analysis, diagnosis and plans of action in the field of innovation.
• Organization of training programmes, workshops and conferences to promote the exchange of knowledge, training and awareness of innovation and new models of socio-economic development in the municipalities.
• Activities for cooperation and exchange of experiences and knowledge with other organizations, structures and networks similar support.
• Support activities in the definition and preparation of projects and initiatives of I + D + I for smes that operate or have their registered office in the target municipalities.

The coordinator of the task must have a regional link with any of the target municipalities, which would be required to develop the subject of the activity at the following provinces: cádiz Seville, Huelva. This will have a place of work, in any of these provinces.

Each entity and parcel of the grouping may designate an autonomous community only as a development of their activities.

Minimum eligible budget: €300,000.

Maximum eligible budget: €1,500,000.

Minimal budget eligible per beneficiary: 50,000 euros.

Duration: projects will be able to start from the date of submission and end on 31 december 2026 or 31 december 2027. In any event, it shall apply, at least from the year 2026.

The participating companies may not exceed 30 per cent of the budget eligible.

Outsourcing may reach up to a maximum of 50 per cent of eligible budget for each member of the cluster.

Participants will respond to potential obligations of compensation for activities that have been undertaken to make. In case of default, all members of the grouping and severally liable to the edge of the assistance it had been granted for their participation in action.

Actions aimed at empowering municipalities goal for the future implementation of innovative technological solutions that promote the competitiveness of the socio-economic environment and social welfare, implementing a model of sustainable development and compatible with the principles of environmental protection and conservation in the natural environment of the doñana national park.

• Staff costs: staff costs against the draft itself by the coordinator of the staff must be discharged at a workplace of the province of development defined in the resolution of the concession contract.
• Purchase cost of consumables, supplies and similar products.
• Costs of outsourced activities: specifically exempts costs to any form of consultancy services associated with the management of funding requested.
• Costs of advice, training, study, dissemination, events and publicity. In dissemination activities, events and will only be admitted advertising costs associated with the recruitment of spaces, technical and posters.
• Travel costs arising directly from the project related to coordination meetings and networking among members of the groupement, up to a limit of 10,000 per beneficiary.
• The expenditure of audit reports, validation or verification project partners with a limit of 3,000 per beneficiary.
• Indirect costs of the project, which will be calculated and against the project in terms of the methodology of costs, a fixed cost of 7% on total expenditures of the performance validly justified.
