The CDTI Innovation allocates 3.6 million in grants to the Doñana Dynamization Program for municipalities in the area of influence of the Natural Space

The CDTI Innovation, the state agency of innovation of the Ministry of Science, Innovation and Universities, has published the final resolution of the competitive call for grants Doñana Dynamization Program, with 3.6 million euros destined to dynamization projects to promote innovation in traditionally less innovative environments, oriented to the identification, diagnosis and implementation of innovative actions in the municipalities encompassed in the area of influence of the Doñana Natural Space, in particular:

  • Cadiz: Sanlúcar de Barrameda
  • Huelva: Almonte, Bollullos Par del Condado, Bonares, Hinojos, Lucena del Puerto, Moguer, Palos de la Frontera and Asperana del Condado
  • Seville: Aznalcázar, Isla Mayor, La Puebla del Río, Pila and Villamanrique de la Condesa

The call has approved 5 actions in which 21 entities representative of the socioeconomic field of the area of influence of the natural space of Doñana participate, with actions of dynamization that will last until December 2027. Among the participating entities are associations and foundations (10), local public administrations (2), knowledge generating centers (3) and companies (6) that cover different scientific-technological, regional and sectoral areas and strengthen the innovative ecosystem in the area of influence of Doñana:

Among the actions that will receive support from the call for proposals, projects will be developed based on the following activities:

  • Carrying out analyses, diagnoses and action plans in the field of innovation.
  • Organization of training programmes, workshops and conferences to promote the exchange of knowledge, training and awareness of innovation and new models of socio-economic development in the municipalities listed in annex I of this call.
  • Activities for cooperation and exchange of experiences and knowledge with other similar organizations, structures and support networks.
  • Support activities in the definition and preparation of R&D&I projects and initiatives for SMEs that carry out their activity or have their registered office in the municipalities listed in Annex I of the call for proposals.

This action is included in line 4 of Industry of the Socioeconomic Framework of Actions for Doñana of the Ministry for the Ecological Transition and the Demographic Challenge to catalyze innovative solutions that harmonize environmental conservation, socioeconomic dynamization and technological excellence and the sustainable territorial development of the area of influence of the natural space of Doñana. With an expected investment of more than 745 million euros, MITERD has designed two Action Frameworks for this natural space, a pioneering comprehensive strategy in its application that combines environmental restoration, social sensitivity and economic diversification, seeking to safeguard Doñana’s ecological values and contribute to sustainable economic development integrated with the needs of the environment.

 

Doñana: epicentre of biodiversity and challenge for innovation

Doñana, recognized worldwide as a World Heritage Site and Biosphere Reserve, is home to one of the most valuable ecological ensembles in Europe. Its marshlands, mobile dunes and beaches combine with forest and riverside views, forming a mosaic of habitats unique in the world. This enclave, a refuge for migratory birds and home to emblematic species such as the Iberian lynx, poses urgent challenges around water management, soil restoration and adaptation to climate change.

The general framework of the Administration in support of Doñana is the commitment to a territorial project that, while dynamizing and intensifying the ecological transition, allows to improve the social and economic conditions of the area, paying special attention to economic development with a future projection that allows new possibilities of more sustainable, innovative and fair development. In this way, the Doñana Dynamization Program of the CDTI Innovation is focused on the objective of promoting innovation by financing actions aimed at identifying, diagnosing and implementing innovative technological actions and solutions that favor the competitive capacity of the socioeconomic environment and social welfare, implementing a sustainable development model and compatible with the principles of protection and conservation of the environment in the natural environment of the Doñana National Park.

 

The role of the CDTI in sustainable territorial development

The program seeks solutions that not only prevent and/or repair environmental damage, but also create new sustainable business models, generate employment and strengthen the resilience of these territories to the challenges of the 21st century, linked to the strategic objectives of the CDTI of growth linked to R+D+I, strengthening the innovative ecosystem, focusing innovation on environmental and social sustainability and integrating into a collaborative and transversal governance so that its mission of “generating and transforming scientific-technical knowledge into globally competitive, sustainable and inclusive growth” is strengthened and realized, in the case of this program of Dynamization of Doñana’s natural economy and the transfer of technology.

As the Spanish Innovation Agency of the Ministry of Science, Innovation and Universities, the CDTI acts as a reference lever in sustainable innovation, capable of mobilizing resources, know-how and alliances to protect and revitalize one of the natural treasures of Spain. It is positioned once again as a catalyst for development based on innovation, acting as a link between public policies and technological talent and capabilities to improve the quality of life of citizens, supporting projects that improve the environment and generate greater well-being, that promote a greener and circular economy in line with the Sustainable Development Goals and the 2030 Agenda, as well as facilitating territorial cohesion, promoting innovation in rural and low-density areas, as is the case of Doñana, with profiles of great environmental and socioeconomic attractiveness.

The objective of the Doñana path of the CDTI hopes not only to protect the natural heritage but also to generate added value for local economies, creating quality employment and promoting technological entrepreneurship in the region.

 

Terms and profile of the grants

  • Recipients:
    • Groupings of legal persons, consisting of a minimum of two and a maximum of six entities and at least two of them shall be autonomous from each other. Each member entity may designate only one Autonomous Community as the place of development of its activities.
    • Entity profile: companies (large and SMEs), research centers and non-profit entities with applied R&D and innovation projects.
    • Coordinator: the resulting group will not have legal personality, so one of the participants will act as coordinator or representative to the CDTI. The coordinator of the group must have a regional link with one of the municipalities receiving the dynamization actions, with the requirement that it develop the objective activity of the aid in Cadiz, Huelva or Seville and the obligation to have a work center in one of them.
  • Grant through competitive competition, with a total budget of 4 million euros.
  • Budget:
    • Minimum Eligible: 300,000 euros
    • Maximum eligible: 1,500,000 euros
    • Minimum eligible per beneficiary: 50,000 euros
  • Duration of the projects: they can start from the date of submission of the application and end on December 31, 2026 or December 31, 2027. In any case, assistance must be requested, at least, from the year 2026.
  • Specifically:
    • Participating commercial companies will not be able to exceed 30% of the eligible budget.
    • Subcontracting may reach up to a maximum percentage of 50% of the eligible budget for each member of the group.
  • Eligible expenses (as specified in the Call for Proposals document):
    • Personnel costs
    • Costs of acquisition of expendable equipment
    • Costs of subcontracting activities
    • Costs arising from advice, training for third parties, carrying out studies, dissemination, events and advertising
    • Travel expenses derived directly from the project
    • Audit, validation or verification reports up to 3,000 euros
    • Indirect project costs (7%)
  • Evaluation criteria (minimum threshold for eligibility: equal to or greater than 50 points):
    • Capacity of organization: 0-30 points
    • Quality of the proposal and action plan: 0-30 points
    • Socioeconomic impact of the proposal: 0-40 points
