The CDTI Innovation and the Junta de Andalucía hold the 7th follow-up meeting of their collaboration agreement to promote innovation and technological development in the region

Institutional coordination is key to maximising the impact of innovation policies on the Andalusian business fabric

The CDTI Innovation and the Junta de Andalucía, through the Business Agency for Transformation and Economic Development (Andalucía TRADE), held in Madrid the seventh meeting of the Joint Commission to follow up the collaboration agreement signed between both institutions in 2019 and extended until 2027, with the aim of evaluating the progress achieved and strengthening coordination in the promotion of business R&D and technological development in Andalusia. During the meeting, both entities have carried out a detailed analysis of the promotional and information activities carried out, as well as the evolution of the main financing instruments managed by the CDTI Innovation in this region.

At the national level, Andalusia maintains a prominent participation in the CDTI Innovation’s business R+D+I support programs. Since 2022, more than 760 R&D&I projects have been approved in the community, with a contribution from the CDTI that exceeds 419 million euros. These initiatives range from individual research and development projects to programmes such as CERVERA, aimed at technology transfer, or NEOTEC, aimed at newly established technology-based companies. Likewise, in 2025, specific actions have been promoted within the framework of the actions of dynamization in the environment of Doñana, aimed at promoting innovative projects that contribute to the sustainable development and diversification of the productive fabric in this area of special environmental relevance.

The collaboration also extends to the field of investment in technology companies through the Innvierte initiative, which has committed about 18 million euros in Andalusian SMEs, contributing to their growth and consolidation in strategic sectors. This program is part of the Spanish Science, Technology and Innovation Strategy 2021-2027 and aims to promote business innovation by supporting venture capital investment in technology-based or innovative Spanish companies.

At the international level, the participation of Andalusian entities in multilateral technology cooperation initiatives such as Eureka, Eurostars, Iberoeka, bilateral and unilateral programs, international partnerships (formerly ERA-NETs) and PRIMA, as well as in the European Union’s R&D&I Framework Program, Horizon Europe, contributes to strengthening its position in the international arena, favoring the generation of alliances and access to financing opportunities and new highly competitive markets. In this context, Andalusian entities achieved a success rate of 20.0% in Horizonte Europa, in line with the Spanish average and clearly higher than that registered in the previous Horizon 2020 program (14.5%), reflecting the growing capacity of the regional innovative ecosystem. The CDTI Innovation contributes to this positioning through specialized advisory work, accompaniment and active promotion.

For the future, both institutions have agreed to continue strengthening coordination in the promotion of instruments to support R+D+I, intensifying dissemination and advisory activities in the territory and promoting the participation of Andalusian companies in national and international programs. In this sense, the promotional activity developed by the CDTI in the community, with more than 30 recent events, contributes to bringing funding opportunities closer to the business fabric and strengthening the regional ecosystem of innovation.

These follow-up commissions, which are held periodically with the autonomous communities, constitute a key tool to align strategies, optimize resources and maximize the impact of public innovation policies on the economic and technological development of the regional ecosystem.
