CDTI Innovation launches a Pre-Commercial Public Procurement tender for the development of autonomous terrestrial robots with applications in defense, security and emergencies

The CDTI Innovation, an entity under the Ministry of Science, Innovation and Universities, has published in the Public Sector Contracting Platform (PLACSP) a new tender for Pre-commercial Public Procurement (PPC), financed with funds from the European Regional Development Fund (ERDF), for the development of innovative solutions in the field of autonomous terrestrial systems.
The ROBOT TERRESTRIAL tender aims to promote the development of a heavy, multipurpose unmanned terrestrial vehicle with autonomous capabilities and modular architecture, oriented to a dual civil and military use.
The system should be able to perform a wide variety of missions in complex environments. In the area of security and defence, it may be used for tasks such as reconnaissance and intelligence, logistical transport, medical evacuation or support for engineering and peacekeeping operations. In the civil sphere, it is intended to be applied in emergency situations such as floods, earthquakes or volcanic eruptions, as well as in search and rescue operations, snow removal in extreme conditions or firefighting.
The purpose of this action is to develop an advanced technological solution that allows to operate with heavy media in high-risk scenarios, eliminating direct exposure of staff and improving the ability to respond to critical situations.
The technological challenge, promoted by the Ministry of Defense as a plaintiff public entity, has a base tender budget of 11,905,308 euros (VAT included) and an execution period of 30 months.
The deadline for submission of tenders will be open until May 25, 2026 at 11:00 a.m. Interested companies will be able to submit their proposals through the Public Sector Contracting Platform.
