The CDTI Innovation promotes a transformative evaluation strategy oriented to social challenges

The CDTI Innovation publishes the new Strategy for Learning and Change through Evaluation, with which it reinforces evaluation as a strategic tool to promote more effective public policies and R+D+I oriented to the needs of society.
The new Strategy extends its approach beyond organizational learning and places evaluation as a lever for transformation in public innovation policies. In this new stage, the CDTI incorporates the perspective of transformative evaluation after demonstrating, through previous experience, that evaluation can promote real processes of change in the design of instruments to support innovation, at the same time favoring a greater visibility of the social impacts of public support.
The assessment is also consolidated in the CDTI as a vital tool to advance the objectives defined in the entity’s Strategic Plan 2024-2027 and its Roadmap for Responsible and Sustainable Investment. The new Strategy thus reinforces principles such as transparency, sustainability, social responsibility, the creation of alliances or the commitment to citizenship.
With this initiative, the CDTI seeks to continue promoting a culture of participatory evaluation capable of generating useful knowledge for decision-making, improving the effectiveness of public policies and strengthening the role of innovation to respond to major social, environmental and economic challenges. In this line, the Strategy incorporates, the gender perspective and an evaluation approach based on the Sustainable Development Goals (SDGs).
Together with the Strategy, the CDTI has also published the Evaluation Plan 2026-2027, which includes the evaluations planned for this period. These actions will focus on the Science and Innovation Missions programme and the Public Purchase of Pre-Commercial Innovation initiatives. Igualmente, está contemplada la fase final de la evaluación de los programas dirigidos al fomento de la transferencia de conocimiento (CIEN, proyectos de I+D de Cooperación Nacional y proyectos de I+D de transferencia Tecnológica Cervera).
In addition, the document describes the CDTI framework for action on evaluation, as well as the different phases of the process and the resources for developing it. Among its key elements are an approach based on the Theory of Change, participatory and focused evaluation of stakeholders and the orientation to social impact criteria. On the other hand, the management model contemplates the optimization of internal and external resources intended for evaluation.
The new Strategy will be presented on June 15 at a conference organized by the CDTI under the title “Evaluation and experimentation at the CDTI”. The results of the latest assessment on the social impact of the knowledge transfer support programs promoted by the CDTI will also be presented during the meeting.
The approaches of this Strategy are based on the trajectory of the CDTI in program evaluation and in a framework aligned with the Roadmap for responsible and sustainable investment in the CDTI, the new Statute of the entity, the SDGs, the ESG criteria and Law 27/2022 of institutionalization of the evaluation of public policies in the General Administration of the State.
