International Technological Cooperation Projects with certification and unilateral monitoring
Bilateral R&D projects in international technological cooperation with certification and unilateral monitoring are projects carried out by formally constituted international consortia, with the participation of one or more Spanish companies that effectively collaborate in an R&D project with one or more foreign partners from the following countries:
Algeria, Argentina, Australia, Bangladesh, Brazil, Cape Verde, Cambodia, Qatar, Chile, China, Colombia, Côte d'Ivoire, Costa Rica, South Korea, Cuba, UAE, USA, Ecuador, Egypt, Ghana, Guatemala, India, Indonesia, Japan, Jordan, Kuwait, Sri Lanka, Laos, Lebanon, Malaysia, Morocco, Mauritania, Myanmar, Mexico, Oman, Peru, Philippines, Dominican Republic, Senegal, Singapore, Thailand, Uruguay, Saudi Arabia.
Beneficiaries:
Spanish companies in an individual capacity, or consortiums made up of at least two autonomous companies, with a maximum of six, that propose the development of an R&D project in international collaboration.
In addition, the participants of the projects derived from Multilateral and Bilateral Programs that have previously received a positive pre-evaluation by the CDTI, E.P.E. Its international certification has not been possible.
Duration of the projects:
The duration of these projects may be from 12 to 36 months.
Budget of the projects:
Proyectos de I+D presentados a la Primera y Segunda Fechas de Corte.
The minimum budget that can be financed per company will be € 175,000.
Modality and amount of CDTI funding:
Including all types of innovative technologies, they may be financed through a Partially Refundable Aid or a grant from the Innoglobal ERDF call (if applicable), under the conditions of the International Technological Cooperation Programmes.
The Partially Refundable Assistance modality has a financial coverage of up to 85% of the total approved budget.
A reimbursable tranche within 10 or 15 years, counted from the center of gravity of the project, which is calculated based on the duration of the project and the amount of the budgetary milestones. The first refund is made 3 years after the center of gravity of the project, with a minimum of 2 years from its completion date. This repayable tranche shall have a fixed interest rate equal to Euribor at one year[1], to be established at the time of project approval.
A TNR[2] of up to 30% of the aid granted by the CDTI, given the international nature of the project. In order to benefit from the indicated bonus tranche, projects must be in possession of the corresponding seal certifying the existence of cooperation between entities and the international nature of the proposal (Unilateral certification), in addition to fulfilling the rest of the conditions of the partially reimbursable aid of the CDTI (PID instrument sheet)
In the event that once the project is executed the maintenance of international cooperation is not credited, the right to the privileged non-reimbursable Tranche will be lost because it is a project in international collaboration (reducing to the Basic TNR at the date of approval of the project), except if the loss of the international character of the same occurs for reasons not attributable to the Spanish company and this demonstrates documentally that it has made its best effort to maintain such international cooperation without success, and when the CDTI corroborates that the part of the project executed by the Spanish company has sufficient entity by itself to be financed as an R&D project.
Projects between a parent company and its foreign subsidiary or between participating companies shall not be considered in this category.
[1] In case the Euribor reaches negative values, the CDTI will consider its value as 0.
[2] The non-refundable tranche is subject to availability of funds and is calculated on a maximum coverage of 75% of the total budget approved by the Governing Council. The increase in financial coverage to 85% of the total approved budget does not generate additional non-refundable tranche.
International Monitoring:
In order to consolidate the TNR associated with CDTI Financing as an international cooperation project, it will be necessary to verify the maintenance of the international character of the project until its completion.
To this end, members of the Foreign Network will participate in the closing meetings of the projects, which must be held at the facilities of the foreign partners, then issuing an International Completion Report.
In any case, the beneficiary of the aid shall be obliged to inform the CDTI, in writing, of any incident that may occur during the implementation of the project, while proposing possible corrective measures to bring the project to a successful conclusion.
How to participate in the program? :
The company participating in a proposal that wishes to apply for the international seal must register its idea through the CDTI electronic headquarters, submitting an application for an R&D project with International Technological Cooperation (PCTI) / Unilateral Projects.
Although there is more than one Spanish entity in the project, only one application will be registered by the entity that is responsible for representing the consortium before the CDTI.
The applicant must attach the following documentation:
- Activity diagram (Gantt), which describes the tasks to be performed by each of the participants of the international consortium.
- Application Form:This report, written in English (except for those projects in which only Spanish and Ibero-American companies are involved), should emphasize the project as a whole, the activities of the participants and the importance of it for all partners. It must be agreed, completed and signed by all the parties of the international consortium.
- Draft of Partnership Agreement of the Consortium: document in English (except for those projects in which only Spanish and Ibero-American companies are involved), which guarantees the execution of the project and describes the agreed conditions of exploitation of the results. It must be submitted signed by the legal representatives of all participating entities, before its final approval by the CDTI.The document must include a section that reflects the express commitment of the parties to hold the following meetings with the presence of CDTI in the facilities of the non-Spanish partner:
i.Project presentation meeting, to verify that there is an effective cooperation between the participating companies that guarantees the achievement of the objectives.
II.Closing meeting, in order to present the results of the project.
- High telematics of the proposal in the Electronic Headquarters of the CDTI. The management of the application includes the preparation of documentation and filling in a questionnaire with technical, economic and administrative data of each of the Spanish participants, associated with its financing.
- Other documents that may be required, depending on the case: proof of application for external financing to CDTI, statements of aid of the company, type and category of company, any other documentation of interest (optional), etc.
