Call for expressions of interest on Innovative Solutions coming from developers side
BACKGROUND AND OBJECTIVE
CDTI launched this call for expressions of interest on Innovative Solutions from developers side, to acquire potential proposals coming from R&D solution providers, mainly companies, in order to obtain a repository of ideas for future tenders, identifying the Public Administrations involved in the proposals.
ELIGIBILITY
- Technology Readiness Level (TRL) between 4 and 6: to be brought to a TRL between 6 and 7, or a sufficient level for a civil service to validate their use in a real life or envirnoment, justifying the state of art in the technology proposed versus available at the market.
- Public entities, including General state administration, or local or Regional Entities in the following Autonomous Communities:The canary islands, Andalusia, Castilla la Mancha, Castile and león, Valencia, Galicia or Extremadura.
- Technology alinged with any of the goals from the State Strategy on science, technology and innovation, and/or RIS3public administration concerned, as well as not to belong to any of the excluded sectors by 2014-2020 ERDF.
- Innovative technology aim to solve a real need of the above-mentioned public Administrations, properly motivated.
- The final prototype must be used solely for the purposes of validation. The final prototype in no case may be used commercially or being exploited.
- Implementation of the prototypes in a periodnot exceeding two years.
- Socio-economic impact high (estimated budgetsnot less than 2 million euros).
In relation to intellectual property rights, any service provider/developer of the prototype must be taken into consideration:
- Is obliged to give in to [CDTI/assignee] unlimited access to the results that will generate DPI free of charge and to grant access to third parties, for example through non-exclusive licences, under market conditions
- All IPRS are assigned to [CDTI/assignee], to give wide publicity to all results which do not create DPI, for example through the publication, education or contribution to standardization bodies in a manner conducive to other companies play them.
PRESENTATION, timelines and ADDITIONAL INFORMATION
The call for expressions of interest remained open until day30 may 2019 to 12:00 p.m.peninsular time.
CDTI valued and classified all eligible ideas to the availability of funds according to the region, the degree of innovation of the technology proposed, the degree of interest of public administration user and the socio-economic impact for the Autonomous Communities eligible. Expressions of interest most valued constituted a repository of ideas for CDTI, not exhaustive, which was able to incorporate post other initiatives. For a limited number of the same, CDTI launched processes for purchasing Pre-Commercial Service.
The selection of innovative technology solution by CDTI led to the realization of a preliminary consultation prior market possible tender.
In order to ensure the certification of the structural funds, CDTI licitó only in cases where it could take the total of r & D necessary to obtain the prototype.
