Framework for technological cooperation between Spain and Korea
The Centre for Technological Development and Innovation (CDTI) and KIAT (South Korea) signed an agreement in 2007 with the aim of promoting technological collaboration between Spanish and Korean entities. Initially, the KSI Bilateral Program was established and with the entry of Korea to the Eureka initiative as an associated country the collaboration was channeled through the Eureka program. Since 2017, with the signing of the CDTI agreement with the agency KETEP, the KSEI call has been opened, a new way of promoting technological collaboration in the field of energy.
Similarly, in 2020 a new agreement of the CDTI was signed with the agency IITP giving way to the call KRESIP in the field of information and communication technologies.
The Eureka, KSEI and KRESIP programs promote Business Technology Cooperation in technology transfer, technological development and innovation projects with the aim of generating economic benefits for Spain and Korea.
The agreements stipulate mechanisms for the joint evaluation and financing of technology cooperation initiatives aimed at the development of an innovative and marketable process, product or service. The projects evaluated positively will receive an international certification or seal (EUREKA, KSEI or KRESIP), which will allow them to be financed through the national instruments available in both countries according to their respective standards and procedures.

The financing of Spanish companies in the KSSP Program will be carried out through a call for direct allocation managed by the CDTI, from which only companies that previously obtain the KSSP seal can be beneficiaries.
In 2022, taking advantage of the renewal of the MoU between the CDTI and KIAT, it was agreed to launch in 2023 the new KSSP program, equipped with a grant budget of 5 million euros per country in the form of a grant, to support joint projects of great scope and high impact on specific strategic technologies chosen for each call. In 2025, the renewal of commitments was agreed to continue publishing the KSSP program with the same budgetary commitments. The KSSP Program is a pioneer at the bilateral level and aims to make a qualitative leap in the typology of International Technological Cooperation Projects with a higher R&D intensity and a higher budget.

Why Korea?
The Republic of Korea enjoys a privileged geopolitical situation within North-East Asia. This country is firmly committed to economic growth based on the knowledge economy that has led Korea to become the eleventh world economic power, ahead of Spain, with a per capita GDP close to 33,000 dollars, and that invests around 4.5% of GDP in R&D, and 75% of investment is paid by the private sector.

The management of these programs is reinforced by the permanent presence of a delegate of the CDTI Foreign Network in Korea who is available to the Spanish business community for the launch of joint technological projects.
