INNOGLOBAL 2026

The INNOGLOBAL 2026 Projects are part of the "Transfer and Collaboration Program" of the State Plan for Scientific and Technical Research and Innovation (PEICTI) (2024-2027). Specifically, they are located in the "Subprogram to promote collaboration in and between the Public and Private Sectors" that contemplates the financing of R+D+I projects in collaboration, both between different private agents and with IPOs and universities, whose purpose is to propose solutions to transversal and strategic challenges for society.

Likewise, the INNOGLOBAL 2026 call falls within the transversal program on "Internationalization" of PEICTI, which aims to promote the financing of international R&D projects to enhance Spain's presence in international R&D&I, in particular its role in the European Research Area, facilitating collaboration with foreign partners.

Overall Objective

The activity of Spanish companies participating in international R&D consortia will be financed within the framework of international technological cooperation programs and international cooperation for Big Science.

Beneficiaries

Small and medium-sized enterprises (SMEs) and large companies with the following established limits may be beneficiaries:

a) The development direction of the project is located in the Canary Islands, or,

b) Have fewer than 499 employees (small mid-cap companies that are not SMEs), provided they are validly constituted, have their own legal personality and tax domicile in Spain, and carry out the activity subject to the aid in Spain.

The maximum total amount of this call is 30,250,000 euros, which will be financed from the assets of the CDTI and FEDER 2021-2027 funds.

In no case, the maximum amount of cofinancing allocated by the Autonomous Community or the total budget of the call for applications may be exceeded (30,250,000 euros).

The availability of FEDER funds in the Autonomous Community in which the project is located will be a requirement for obtaining funding.

 

Characteristics of the assitance

Subsidy up to the maximum intensity limits: 65% Large Enterprise, 75% Medium Enterprise and 80% Small Enterprise.

The individualised amount of aid shall be determined on the basis of the actual eligible cost of the project, the characteristics of the beneficiary, the development of the project in assisted regions, budgetary availabilities, the maximum percentage of ERDF cofinancing according to the region of development of the project and the maximum available amount of ERDF funds in each region:

Less developed regions:(up to 85%) - Andalusia, Castilla-La Mancha, Extremadura, Ceuta and Melilla.

Regions in transition:(up to 60% and up to 85% in the Canary Islands) - Baleares, Canarias, Castilla y León, Comunidad Valenciana, Galicia and Region of Murcia.

In any case, the subsidy to be granted per beneficiary will not be less than 30% of the eligible budget.

For each project and beneficiary, the aid intensity limit will be given by the weight of each type of activity (industrial research and experimental development) and by the maximum intensity that corresponds in each case.

The amount of aid may not exceed the thresholds laid down in Article 4 of Regulation (EU) No 651/2014 of 17 June 2014.

Characteristics of the project

Multiannual projects whose development is carried out in one of the following Autonomous Communities or Autonomous Cities:

Andalusia, Castile-La Mancha, Extremadura, Balearic Islands, Canary Islands, Castile and Leon, Valencian Community, Galicia, Region of Murcia, Ceuta and Melilla.

Minimum Eligible Budget: 175,000 euros.

Duration: start on January 1, 2027. Completion: December 31, 2028 or June 30, 2029. Help must be requested for 2027.

Balanced distribution of the budget over the duration of the project.

They must be R&D projects carried out within the framework of:

International Technology Cooperation Programs:Multilateral, bilateral or unilateral programs.

International cooperation programs for Big Science.

To accredit participation in such Programs, participants must:

Multilateral, bilateral and unilateral international technological cooperation programmes:

· The applicant, prior to submitting the application for assistance to this call, must have submitted to the CDTI an application for participation in any of these programs.

· Prior to the provisional resolution of this call, the project must have obtained international certification by the corresponding body or the international dimension report issued by the CDTI. The international certification date may not be earlier than 1 January 2025.

These circumstances will be verified by the CDTI.

International Cooperation Program for Big Science:

· The applicant must provide, together with his request for assistance, a responsible declaration on the existence of agreement with international partners to develop an R&D project that clearly identifies the Singular Scientific and Technical Infrastructure (ICTS) or International Scientific Agency and Infrastructure towards which the future results of the project are directed.

Call funding

The availability of FEDER funds in all the Autonomous Communities in which the project is located will be a requirement for obtaining funding.

The call will be financed from the CDTI’s assets and FEDER 2021-2027 funds.

Specific objectives

The projects must meet the requirements defined in Annex I of the call for proposals.

Gastos elegibles

The following direct execution costs are supported:

· Personnel costs: the expenses of own personnel charged to the project must correspond to personnel registered in a work center of the Autonomous Development Community defined in the concession resolution.

· Costs of instrumentation and inventory material.

· Costs of contractual research, technical knowledge and patents acquired or obtained by license from external sources under conditions of full competition.

· General expenses and other additional operating expenses arising directly from the project.

· Expenditure derived from the report made by an auditor, up to 1,500 euros per beneficiary and annuality.

· Travel expenses derived directly from the project linked to coordination meetings between the members of the group, up to a limit of 10,000 euros per beneficiary.

· Indirect project costs, which will be calculated and charged to the project according to the cost methodology: a fixed cost of 15% of personnel costs.

Evaluation criteria

· International projection of the proposal and the consortium: 0-25 points (threshold 12).

· Capacity of the Spanish company in relation to the proposal: 0-15 points.

· Technology and innovation of the proposal: 0-30 points (threshold 15).

· Exploitation plan of the project: 0-15 points.

· Socioeconomic and environmental impact: 0-15 points.

Incentive effect

The aid of this call for proposals must have an incentive effect.

Accumulation and incompatibilities of additional aid perception

The aid granted under this call is incompatible, during its period of implementation, with any other public aid prior to or subsequent to that granted, with the same objectives and purpose.

Specific conditions for the grant

· Under no circumstances may actions that directly or indirectly cause significant harm to the environment be eligible for assistance, in accordance with Article 17 of Regulation (EU) 2020/852 of the European Parliament and of the Council of 18 June 2020 on the establishment of a framework to facilitate sustainable investments and amending Regulation (EU) 2019/2088, as well as the excluded matters contained in Article 7 of Regulation (EU) 2021/1058 of the European Parliament and of the Council of 24 June 2021.
